Windows Installer 4.0 is not working in VISTA

Something corrupted the installer program on my VISTA computer. Now every
time I try to install or uninstall I get "The Windows Installer could not be
accessed. This can occur if the Windows Installer is not correctly installed.
Contact your support personnel for assistance."

How do I re-install Windows Installer version 4.xx? I've tried using the
msiccu2.exe program that HP support suggested. It won't load because of the
same error. I've tried dotnetfx35.exe and it doesn't finish installing. Both
of these suggestions came from HP Help chat.

Microsoft does NOT have a redistributable windows installer for VISTA.

Any suggestions??

Linux User because Windows poor perform

Windows Vista sucks. You own the computer and you cannot install anything? I
have been trying to install something that I bought and paid my hard earned
money and this Vista stupid is not allowing to install it. Anyways I am
switching to Linux. Good luck with Microsoft.

Omg..I am having the same EXACT problem and going crazy trying to fix it. How
can I install something to fix windows installer when windows installer won't
let me install things? How Stupid...And I can't figure out how to uninstall
it and reinstall it. Did you figure this problem out?

A previous installation for this product is in progress. You must undo the
changes made by that installation to continue. Do you want to undo changes?
YES response generates: - Windows Installer Service could not be accessed.
This can occur if Windows Installer is not correctly installed. Details:
APPCRASH-Msiexec.exe-Kernel32.dll (fault).
This is not specifically an Installer problem. Other new programs will
install and uninstall correctly.
Go to http://support.microsoft.com/kb/942288 to get msicuu.exe (Micro Soft
Installer Clean Up Utility).
Warning – if you ‘save’ you may not find the patch again (it is as elusive
as Installer) so choose ‘Run’ first instead & the save it to your Downloads
folder.
Warning - msicuu.exe will list every program on your computer so make sure
that none are selected before highlighting only the program you need removed.
