Windows Installer failed to install the program

I purchased Office Pro XP with Publisher 2002. It
installed and ran fine, until I had some trouble with
windows. I reinstalled Windows 98. Now, I still
have "New Office Document" on my startup menu, but it says
it's "installing", but then says, "Window Installer: This
feature is not available. Insert Microsoft Publisher 2002
disk." I do that, then receive the message "Windows
installer failed to install the program."

If I click START/New Office Document, then I get the
message "Windows Installer: This patch package could not
be opened."

I have downloaded and installed many files and patches,
but apparently, not the right one. PLEASE HELP!
