Windows One Care Will Not Install

I have attempted to Install Windows Live One Care for the last past 5 days
and I am not having any success. I get an error message saying that there is
a Network connection problem that is preventing it from connecting over the
internet. I viewed the Articles on the support page and did all of the steps
and that did not solve my problem. I have contacted my ISP and they ran a
test to make sure I had connection and it was fine. I am beginning to wonder
if there is a bug or problem with Microsoft products. Can someone tell me
how to get this to install?

Thanks, but unfortunately I have did those steps and to no avail it did not
work
