Wor could not create work file

On a Gateway P6301 laptop, we have two user accounts, both admins with no
differences in permissions. On one account, Word 2007 generates the error
“Word could not create the work file. Check the temp environment variableâ€
when opening the program. It runs without error on the other user account.
I’ve tried all the suggestions that seemed applicable in the forums and MS
documentation.

So far:
Ran the Office repair utility – found nothing wrong.
Uninstalled/reinstalled Office – no change in behavior.
Uninstalled Office, deleted all leftover files and folders that are
scattered everywhere, removed all instances relating to Office apps in the
registry, reinstalled Office – still no change.

Maybe I missed something somewhere. Any suggestions?

Gateway P6301, 2GB ram, lots of empty disk space.
Vista with SP2 and all the updates
Office 2007 SP2 with all the updates
