Word and Excel starts very slow

I have a computer with Windows XP service pack 1 and Office
2000 service pack 2. If I double-click an .xls or .doc
file to start Excel/Word it takes a long time for the
Application to start and load the file. If I just start
Excel or Word then the application starts quickly. If I
go on to open the same file in Excel/Word there is no
delay. Other files types that I open through file
association are not slow. I have disable Norton AV Office
Plug-In and ran winword /r and excel /regserver with no
luck. Any other suggestions?
