Word keeps inserting lines I can't get rid of!

For some reason, when I put a line into a document (you know, like Word
does when you type _________ and then hit Enter), Word decides to add
additional lines in seemingly random places, which I don't want, and I
can't get rid of them!

For example, tonight I used such a line to indicate the end of a major
section (and no, I did not use an actual Word section break). Then I
later went back and added a couple of paragraphs above the line, one of
which happened to end on a page break. Word decided I wanted a line at
the page break. Now if I select an area that includes the line and
delete it, the line is still there! Nothing seems to remove the line,
except removing enough text that its position no longer coincides with a
page break, which doesn't make sense with the contents of the document I
am creating.

This is *NOT* just a formatting code, it is a real effect that shows up
in the final, printed document. Not too long ago I handed in a term
paper with one of these accursed lines! (It got a 95 anyway, but I
still wouldn't want to make a habit of it.)

What's going on and how do I get rid of it?!?
