Word - paste a graphic over another and match destination formattn

In Word 2003, how do I paste a graphic over another graphic while matching
the destination formatting? I do not get the "clipboard" icon after pasting
a graphic to choose this option.

Is there a separate option for this? It used to work beautifully.
