Both Microsoft Word and Corel WordPerfect do a reasonable job of that.

Mark,

I've found it safest to use WordPerfect to save the file in Word
format (Word 6.0 if available and if the doc's formatting isn't
complex enough to justify later) rather than opening it in Word,
which can bloat the file pretty badly.
