Work vs Actual Work

Where can I find a detailed description of, and the logic relating to, how
the Work field is affected when I enter values into the Actual Work field?

I would prefer the Work Field to remain static. Is creating a baseline the
only way to do this?

Yes, it's the main goal of the baseline!
You can display the Baseline field in most of Project's views
