Working with photos and text in the same text box.

I have MS Publisher 2003 SP2.
I am trying to put a photo in a text box, but when I type the text, it
always types right over the photo. This only happens sometime. Sometime it
goes around the photo as I would like for it to do.
I have tried it with the photo and text box grouped and also with them
ungrouped.
I would certainly like some help with this.

Its all in the wrap... Bring the photo to the front, the text should wrap, if
not you may have inadvertently changed the wrap somehow. Select the photo, click
the dog icon on the picture toolbar.

OK. I have brought the photo to the front, but the text doesn't wrap. I
clicked on the dog icon on the picture toolbar and tried every option.
Nothing does anything differently except the "edit wrap points" option. When
I click on it, I begin typing and the text goes all the way to the photo
(which is on the right side of the text box), and once it bumps up against
the photo, the entire line of text drops below where the photo is located.
