Zeroing out remaining work on a task

Hi,

We have a PM who is trying to set a task's remaining work to 0 and to 100%
complete. These are the steps he is performing:
1. setting remaining work to 0
2. republishing the task
3. setting task to 100% complete
4. sync'ing actuals
5. republishing the task
These steps work correctly but when he performs the same steps on a
different section of the project the previous values revert back to their
original values.

Any idea as to why this is happening?

It sounds as though he is using Project Server in which case you would
get a better response by asking the question in the
microsoft.public.project.server.

I would guess that the section of the Project he is trying to do this to
is some time in the past and that the system has locked those values.
