Access Run Time

I am having trouble setting up users to enter data only on Access Run Time.
On the properties box, data entry is set to "Yes". When users try to open
the file they get a blank page with no form information.

The Data Entry property is confusingly named.

It means, "Hide the existing data, so users can enter new records."

Turn if off to see the existing data.
