Adobe PDF Properties Problem

I use Adobe Acrobat 6.0 Professional to create PDF files.

I created a PDF file and set the Properties to "Hide the
Tool Bar". If I save and open it with Adobe it looks
perfect.

My problem is when I publish it in Front Page and open
the web page, the "Tool Bar" is showing. When I close
that and recheck the file, it's properties are set to do
what I want it to do. It just doesn't work right.

Any suggestions would be appreciated.
