Can a Publisher create a website that can be seen by others?

Dear all,
I want to ask if Publisher can put a webpage deigned to the web without the
help of any other softwares? Do I need to pay for the extra things?
When I tried to send out the web, there is a hint tell me about something is
missing!

Those who help best will want the version of Publisher you are using. I use
Publisher 2000 which the only other programs I use is a file transfer
program and PDF-XChange. You may want to offer your viewers downloadable
files which would be best be in pdf form which will require a program to
convert images, text or a combination of both to pdf format. To met this
task many here like the free pdf program, Primopdf while others prefer a
more elaborate pdf program, i.e., Adobe Acrobat or in my case, PDF-XChange.

If you are not seeing part or all of your website when going to its url, a
couple of things you could check.

While looking at the pub file, did you save it with the File, Save as a
webpage option?
Next, did you upload all the html AND image files?
