Cannot change macro security level

Even as an administrator, I am unable to change the macro security
level of all office 2003 applications running on a windows server
2003.
It is set to high and I am unable to enable macros at all.

Well, if you're the administrator, you'd fire up the Group Policy editor or
the new tool for Windows 2003 if you have it and look at the policies on
your user container(s) in AD. If you're not, you'll need to ask.
