Cannot get my type in Word to Justify

in Word 2003, i am typing a contract, but using normal-justify format
(nothing fancy), but my print does not justify. even when i drag/block and
include the whole paragraph and then click 'Justify' nothing happens. i have
gotten it to work on other Word documents.
This is just a basic word contract that i created from a blank page. thanks

Suzanne, (i do have double spacing between paragraphs and sections)
here is a sample section of my document) thanks:

SPECIAL TERMINATION

A. The Company may terminate a Subscribing Reinsurer’s percentage share
in this Contract at any time by giving written notice to the Subscribing
Reinsurer in the event of any of the following circumstances.

1. The Subscribing Reinsurer ceases underwriting operations.

By "double spacing," you probably mean empty paragraphs, which are another
no-no, but what I was asking about was breaks at the ends of lines. Display
nonprinting characters and make sure you have no breaks within paragraphs.
