Can't archive Public Folder

Seems to be a limitation in Outlook 2002 and up to archive Public Folders.
Since older version can do it, is there a simple little registry trick or
something similar that will allow Outlook 2003 to archive Public Folders?

We have kind of a unique situation where a few people get job orders through
this one Public Folder, and they need to save all the emails forever for
security purpose and to have all of them searchable. After they get so old,
it would be enough for one person to be able to search the history though,
so it would be perfect if this one person could archive old stuff, but
Outlook 2003 doesn't allow for that...

We have thought about a few ideas:
1. Put a forwarding rule on the Public Folder to send a copy to the one
person, then this person can archive the copies.
2. Create a user mailbox instead of the Publice Folder (will just be a pain
for the one user to keep up with two mailboxes for archiving...)
3. Find a trick/solution which will enable Outlook 2003 to archive the
Publice Folder?
4. Find a free/cheap 3rd party solution?

What are your thoughts?!
