Anthony, if your version of Outlook is like mine (2000 at the moment), it
follows your computer's regional settings from the Windows Control Panel.
Start > Settings > Control Panel > Date, Time, Language, and Regional
Options > Change the format of numbers, dates, and times > on the Regional
Options tab of the Regional and Language Options dialog box, click Customize
