We have 3 states
As Planned and Actual
The as planned could act as a baseline and the actual then would be compared
to the baseline. That is not problem.
But then we add in best guesses to what the task actually should take and we
get Projected Variance.
The issue is making the 3 work together.
Then each actual, as planned and projected variance needs to be report-able
(access?, Excel?) of which is the bulk of the work
