Delegates

I am trying to make some people delegates on an Exchange account. I have
added them to my delegates list and given them Editor permissions. I have
also gone to my Inbox properties and given them access to reply and send
emails for me. However, it still says that they do not have permission to
perform those actions. How can I make it so they can send emails for me?
