Word had a wonderful one with 5 to a page and light markings for easy
cutting. But Publisher is easier to use for artistic creativity. Can you
help?

Work out what size you want your bookmark to be

Set the page size in File > Page Setup to that size.

Enable crop marks; if that's not enough, draw a rectangle around the edge of
your page (you can temporarily set the layout guides to zero and enable
snapping to help with this, or you can use the Measurement toolbar). Set the
line to dashed, very thin, and light grey (or whatever your preferences
are).

Use "Multiple Copies Per Sheet" (hidden somewhere depending on your version
of Publisher) to have multiple bookmarks print per page.

If you use a symmetric page setup, you can add a second page to the
publication for the reverse side.
