Editing contact notes

For some reason none of my contact has permission to edit their contact
note. Could anyone help me on what to change to make this work?

...forgot to mention that i would like the users to be able to change
their own personal info, if its possible.

Normally, only someone with permission to change items in Active Directory can edit a user record, and they must do it in ADU&C. See http://www.slipstick.com/exs/updategal.htm for tools to make that capability available to end users.
