Enterprise Resource Pool Problem

I have added a new resource pool in the Enterprise Resource Pool. It is
already reflected on the Project Web Access (PWA) under Manage Users and
Resource Center but when a Project Manager tries to create a new blank
project and clicks Tools > Build team from Enterprise.. a project manager
cannot see the new resource added even if the settings made by the admin is
to display all team members for every project manager regardless of what
group..
