Format picture - how to change default

When I place a picture on the page, I can not move it or
resize it. I have to go to Format - Picture... - Layout
Tab and change 'In-line with text' to any other layout
option in order to move/resize picture.

Where do I need to go to change my default settings to do
it once?

I have Word 2002 on XP machine.

On the Edit tab of Tools | Options, you can choose the default wrapping
style for inserted/pasted pictures. This unfortunately does not apply to
Paste Special, which always inserts pictures with text wrapping even if you
have In Line with Text selected as the default.

Hi Andy

I use Word 2002 on XP too and had the same prob. Within Word go to Tools -
Options than click the Edit applet. About half way down on the left you will
see "Insert/Paste Pictures as" with a drop down box underneath. Select your
choice click OK and that will be your default from now on.
