hide the picture toolbar permanently

I want to hide the picture toolbar permanently when the
picture is clicked in the Publisher.It is quite annoying
whereas I don't need to modify any part of the picture,
but the picture toolbar pops up all the time. Very funny.

What version Publisher? You can turn off the toolbar by right-clicking the toolbar in
2002-03 and clearing Pictures. If you don't want it popping up, park the toolbar
rather than have it float.
