How do I get file attachments in Outlook?

I used to be able to send and receive file attachments in Outlook 2002. My
wife's Outlook express didn't let her do this.

I recently "upgraded" to Service Pack 1 or 2 for XP, and now I can receive
file attachments I send from work to home.

Is there some way I can get back the functionality I used to have? Or do I
need to use a different email program?
