How do I print over or on top of a picture?

I want to print over or on top of a picture that is going into a publication.
Can this be done with Publisher?

Once the picture is on the page, right click on it and then left click on
Format Picture. Once there depending on the version of Publisher you are
using the procedure varies slightly. For 2003 click on the Layout tab.
Click on Through picture. Any text box placed on the picture now will go
over the picture.
