How do I setup a manpower resource plan in Project

I'd like to create a gantt chart that shows project by project which
individuals that I have assigned to a project, by type of person (Project
Engineer, Project Manager, Superintendent, etc.) This Project file does not
need to connect to the actual project schedule. In fact it would be best if
it didn't.
