Mannor,
I don't understand what you mean by, "...they can't be assigned for
certain task...".

Tasks are the activities in a project plan. Resources are the labor or
material to actually work or be used on those activities. Assignments
are the link between tasks and resources. Assignments cannot exist
without a task AND one or more resources. Given that, if you have
certain resources that support various tasks throughout the life of the
project, you will need to create a separate task for that support, or
assign them to each task individually along with other performing
resources. In the former, it is sometimes desirable to set up weekly or
monthly support tasks instead of one large task that covers the whole
length of the project. Doing so can make tracking and/or modification of
the plan, (if necessary), much easier.

In addition, there are various ways to modify individual resource work
time with respect to task start and finish dates. One is through
customized resource calendars. Another is by simply assigning the
resource by specific start and finish dates. Yet another is through
resource availability schedules.

Hope this helps.
