The user wants to have a Table of Contents hyperlink when she saves her
Publisher document as PDF. Is this possible, and if so, how is it done?
Does she need a particular version of either Publisher or Adobe? TIA!

Publisher does not support TOC. Acrobat does support hyperlinks, if you have
manually created a TOC, create your hyperlinks within Acrobat.
