Lost E-Mail

How do I keep Outlook from moving E-mail to the System
Clean up and deleting it. I have Deleted the Folder and it
keeps comming back. Once it moves files there it deletes
them after a while. Auto Archive is not enabled. Hate
losing important mail I have an seperate folder I store my
mail for back up purposes. Outlook places this folder in
the System Clean up as well. What do I do?
