Menu bar position will not be saved

I have a friend who's menu bar will not stay on the top even after being
postioned there. It appears the setting will not be saved. Any ideas? This
for Office 2003.

Is this his main menus or one created by an add-in?

It is a the menu bar. Even if the menu bar is postioned above the standard
toolbar then closed and reopened ; the menu bar will move back below the
standard bar.
