Normal.dot Template Question

In Word (2000), if I do something (for example) like:
Tools -> Options -> User Information
and change what's in the Name box,
the next time I go to File -> Properties,
the new name will show up in the Author box --
meaning that the Normal.dot Template has saved it.

What I'd LIKE to do is:
Format -> Tabs and where it says:
Default tab stops: change it from 0.5" (which is
the default), to 0.1". Whenever I do that (change
it to 0.1" and click OK, the next new document
I open still reads 0.5" (whether or not I close
Word and/or reboot, etc.

Is there a way to get the default Tab Stop setting to 0.1"
(and have it stay that way for all future new documents)?

Any suggestions would be appreciated and I thank you in advance,

I know this will sound like two naive questions, but:

1.) How/where do you open Normal.dot?

2.) Do you leave 'it' (Normal.dot) open, then change
the setting and then click OK (or Save?) -- I don't know
how to ask this 2nd question, because I don't know
what I'll be looking at when you tell me how/where to
open Normal.dot (a separate pop-up box?)

Have you actually opened Normal.dot and changed the settings then saved
Normal.dot?
