Numbering pages on one section but not another

I'm using Word 2002 and have a document divided into two sections. I want to
number the second section but not the first. I've removed all numbers and
have successfully numbered the second section but numbers reappear in the
first section also. When I delete the numbers in the first section, all the
numbers disappear.

You must unlink the header/footer in Section 2 from the one in Section 1 by
clicking the Link to Previous button to turn it off.

There has never been a Format | Section dialog AFAIK. Heaven knows we've
asked for one.
