OFF95: "Setup Cannot Access The Required Initialization Files" (151017)

I have WinME. What a mess! You have to have Office 95
installed in order to install Office 97. Office 95
installed just fine but not Office 97. Now, I'm trying to
uninstall Office97 so I can reinstall it so that I can get
Outlook to work - also Access but the above is the message
I get in Add/Remove program.
I sure wish someone could walk me through this.
