Office does not appear in program start menu

Windows 2000 SP4
Office 2003
Office does not show up in the "start" programs of Windows 2000. To add
shortcuts to my desktop I had to go to explorer/program files. Now I cannot
find the tools to create the toolbar wizard files.
I tried repair(Windows 2000 and Office 2003) but it didn't appear to do
anything.
