Has anyone ever heard of choosing names from the address book and when they
go into thesend box they reverse order from what they are picked? Can you
tell me how to fix it? Can you tell me why it matters to my user?

What version of Outlook?
Are you able to reproduce the problem?
Where is the address book (ie, is this an exchange gal, contact list, etc)?
Can you tell me how to fix it?

Not until we know what's actually wrong. I can't reproduce it in Outlook/Exchange
2007 using the GAL.
Can you tell me why it matters to my user?

Nope.

It's all about the selection algorithm behind it. It happens with selecting
and copying files as well in Windows when selecting it via a combination of
CTRL, SHIFT and/or mouse clicks.

Ask your users why it matters to them. I can't really think of any reason.
Upon receiving, the order might change anyway.
I can imagine why it would be bothersome with files as the first selected
file might not be copied first and you'd have to wait out the copying
session to the end before it gets there. But if that file is that important
to copy first, you simply copy it first before copying the rest.
