Outlook 2000 "Sign In" Does Not Stay Away

I have been using MS Outlook for many years to include
for the past year on XP. Recently, after attempting to
add an additional e-mail account the "Sign In" box
appears, but immediately comes back after selecting OK.
No mail is received, but I can send it. I have since
removed all accounts, and the profile and placed them
back in. I have also removed the software using
Add/Remove programs and reinstalled it. I have also used
Outlooks fix and repair function. All attempt to get
mail via Outlook 2000 have failed.

I can receive mail from my accounts using Outlook Express
6 or via hotmail.com.

Advice please.
