Outlook error while attempting to customize toolbar

Hi,

When I try to customize a toolbar in outlook 2000 I get
the following errror:

"Cannot customize while Outlook dialog boxes are open.
Please close windows such as the one named "" and try
again."

I tried the repair feature of Office SR-1 to no avail.
What do I do next?

Can anyone help with this?
