Outlook Express 6

I had Outlook on an old laptop - I found the .pst file and saved it to a zip
drive, and then got rid of the laptop. I now have a new desktop with Outlook
Express. I'd like to create a new folder and attach it to the .pst file I've
saved to my C Drive. How do I create the folder and attach it to that .pst
file in Outlook Express 6?
