Outlook Format all options disabled

I have a problem.

I am trying to read an email in Outlook 2003 that used an overseas
encoding, arabic in this case.

I somehow managed to get the text on the received email to come out
correctly by changing the encoding under the format menu.

Now, all the options under the Format menu are disabled and I can't
get the option to change the encoding back.

SOMEONE PLEASE HELP ME!

How did you change the encoding in the first place - Edit | Edit Message
| Format | Encoding? If you do the same thing again, it should still
work the same way as it did the first time.
