Outlook stops the internet

Sending and receiving small email is fine

When sending with an attachment 1mb containing an exe file it takes its
time - gives up. And then hangs all internet activity - I am still
connected, but unable to surf.

I have repaired office and reinstalled office.
I have sent other files the same length ok
I have diguised the exe file extension by changing it and still it doesnt
send.

Any ideas please would be welcome.
