Outside emails to folder are posting as post instead of email

It is my understanding that to fix the above problem, on
Exchange 2000 Server, you need to follow instructions on
Article 817809.
My question is: Is there a solution for Exchange 2003?

I'm trying to have outside emails post as emails into a
public folder. It only does it from internal emails.

Ask in an Exchange newsgroup or (as the article states) contact Microsoft.
