I work for a commercial printer and have received a publisher job from a client. When I try to output the job to either film or paper the image is cut off somewhere. I have checked the paper size and the crop marks appear in the right place but there is about 2 inches of blank space above the bottom crop marks where there should be image. I know only basic skills in publisher and don't know what else to check. I also tried saving as a ps for pdf with the same results.

What happens if you extend the page down two inches to add a bleed?

Is the photo behind the textbox? Try "select all" and see
what might be there. (If it is, tell your customer/client
to check his file, fix it, and re-send it. There are
several ways you could try and fix it - but it might have
unexpected consequences on text flow.)

Where do you set the bleed amount? I can find a place for the marks but not the amount.

Increase the page size by four inches in each dimension, and centre the
objects on the page (either nudge them, or group them and use
Align/Distribute to centre them).

Try this experiment - pull the "handle" on the bottom of
the selected text box to extend it - is the text buried
there?

This did not work either, I actually lost more of the image.

What did not work either?
Can you please quote the message that you are replying to when you are

Your suggestion of the bigger page size. When I try to reply to you I get an error message, but I can reply to the other person with no problem.

How big is the file?

The file is 11.25x14.

I will rephrase my query. What is the filesize of the file? In Bytes,
Kilobytes, or Megabytes.
