Project crashes when I create a filter in a master project

Ok I'm good and frustrated. I have a consolidated project that has
approximately 60 schedules from the project server embedded in one
large schedule. This file has worked great for months, but now EVERY
TIME I attempt to create a new filter and save MS Project crashes. I
have even attempted to import a filter from another schedule with the
same results.

Any ideas?

There is a limit to the number of tests per filter (40) but I'm guessing
that's not your problem. It sounds like your master file has developed
some "mild" corruption. Go to the MVP website at:
http://www.mvps.org/project/faqs.htm
and take a look at FAQ 43 - File Bloat? MIght be corruption

If the above doesn't help, I would try moving all your custom filters to
a new blank file. Then delete them from the master. Save the master and
then re-load your filters from the new file.
