Project not Initially Displaying all tasks or subtasks

I have a project file that has numerous tasks and summary tasks. Each
time I save it with all subtasks expanded the next time the file is
opened some of the tasks are collapsed or cannot be seen. In these
circumstances I have to collapse all the tasks and when I again expand
them they are displayed in the correct order with the prior missing
tasks also visable.

Any ideas?

I have made some progress in figuring this out but am not quite there
yet. I have noticed that every time my project file opens, it opens
with the "Critical" Filter associated to it. However, even when
leaving this filter on all the tasks still display after collapsing
and expanding them. They also display if I only change the filter to
"All Tasks".
I have also tried changing the Filter to "All Tasks" so that all the
tasks are displayed and then saving the project file again but when I
open the file, it once again displays the "Critical" filter.

More Info....

I am using project 2003. Have also read posts about editing the View
but when I go to edit the view, it is already showing "All Tasks"
associated to the Tracking Gannt view. Even if I re-edit it, it still
does not work.
