Publisher 2000 reinstall

I had Publisher 2000 installed and took it off when I
installed the Beta software, Office Publisher 2003. I
created file using the Beta version. Since October when
you could buy the new versions, the Beta doesn't work. I
have removed them. Now when I try to reinstall Office 2000
it searches for a qualifying product and can't find
anything. I can't remember what I had originally that
allowed the upgrade to install, but it won't now. So I am
stuck with pub files and can't open them. Any suggestions?

I tried one of the suggested qualifying products, MS Works
2002 and it didn't work either. I get a 1608 error
message. Apparently I had a product or CD earlier from
which my Office2000 Premium CD installed Publisher. Any
other ideas?

Also just tried versions 9, 10 and 11 of Corel Draw
without luck. Still not able to reinstall Office2000
Premium version of Publisher. Using FP 9, it will allow me
to install the version of Word, Excel and other programs
but not Publisher. ???

I did find this,
When you attempt to run Publisher 2000 setup from the Office CD, disk 2, you may
receive the message setup failed to locate a valid qualifying product and you get the
1608 error. This occurs because the product key on the CD case incorrectly identifies
the CD as an upgrade version. Contact Microsoft for a replacement key. (425)635-7140
