Publisher can't add pages

Imported a saved file from external backup drive. When editing and trying to
add pages, Publisher says, "Publisher cannot perform this function" or words
to that effect. What's happening? More importantly, how do I change the
importation so I can edit?

Copied it, one time, and moved it one time. Then changed name.

What is the real error please? Not "Words to that effect"
What did you rename it to? or importantly What is the Extension of the
name ? .PUB?
Is it Read only?
