Publisher flier changes to continuous page when converted to PDF f

I have created a flier on MS publisher- 2 pages. When I convert to PDF or
Publish to PDF file, it shows it as 190%. When I correct it to 100% it has
converted the flier so that
1)it is one continuous page.
2) there is whole blank page type size before the first page, and then
between the first and second
3) The flier is not even sitting on that part properly. All ends are cut off!!
It is a disaster HELP!! Have been at it all day trying to work out how to
fix it.
I have made countless newsletters and converted to PDF with no problem. Dont
know why it is doing this.
I did try out the "publish to email" solution, but that was even more
disastrous, leaving out photos and text all over the place.
