Publisher only publishes one page

I apologize if this question has been answered elsewhere, which I'm guessing it has. I'm trying to create a word document into a web page with publisher. I'm not looking to publish it on the web, but to make the document an html that has hyperlinks so I can put it on a cd. My problem is when I go to say preview the webpage it only shows the first page then has links to different sections of the document. I would like it to be one large document where all I have to do is scroll down to see it all. I've tried looking for the solution by searching and playing around with it, but I'm not having any luck. Any help would be appreciated. I'm using Publisher 2007.
